Welcome Message by Giovanni Cannavo (Organizing Committee Member)

Dear All,

It is my honour and privilege to be an Organizing Committee Member for the 3rd Annual congress and Medicare Expo on Primary Healthcare (Primary Healthcare 2017). Attending an International Congress is always a great professional opportunity and it is a privilege if you are a Speaker in such an eminent Conference as Primary Healthcare Clinical & Medical Case Report in Dubai.

Upon invitation I asked myself whether my experience could benefit a Conference whose main concern was different from Legal Medicine or Forensic Pathology. However, after examining the preliminary program, I was convinced that my presentation could be of interest in such a broad and multidisciplinary context which spans from Primary Healthcare and social aspects of Medicine, EBM (Evidence Based Medicine), prevention, Aesthetics and Wellness, degenerative and neoplastic diseases, Psychiatry and Endocrinology.

It is my honor to be a Speaker along with representatives of renowned Health Systems all over the World all interacting with the very important and interesting reality of the Arab World. I am sure that the eminent Session Chairmen will make the debate lively and interesting in order to share experiences and scientific achievements.

Attending the Third Edition of Primary Healthcare will be an extraordinary opportunity to learn from the latest scientific breakthroughs, share new information and enhance our professional knowledge. It is also the opportunity to meet eminent professionals, find new partnerships and a chance of professional development.

Last but not least, it will be a great chance for everyone to visit the amazing city of Dubai, with its futuristic and inspiring architecture, cultural heritage, history -and let’s not forget shopping centers!- laying between sunny white beaches and the fascinating red desert.

I believe that 17-18-19th of April 2017 at the 3rd Annual Congress & Medicare Expo on Primary Healthcare Clinical & Medical Case Report will be days to live intensely among science, culture and leisure and remember for a lifetime!

Primary Healthcare is the extremely important first care that is based on scientifically well-done and universally acceptable methods and technology, which make health care easy to get to people and families in a community. The International Classification of Primary Care (ICPC) is a standardized tool for understanding and analysing information on interventions in primary care by the reason for the patient visit. Driven by population magnification and aging, the total number of office visits to primary care medicos is projected to increment from 462 million in 2008 to 565 million in 2025. Primary care also includes many basic mother-based and child health care services, such as family planning services and vaccinations.Comprehensive Primary care is an approach to health care that highlights social justice, equity, community control and social change.

The Global Healthcare spending is expected to accelerate, rising an average of 5.2 percent a year in 2014 -2018, to $9.3 trillion. Demand for primary healthcare is set to increase steadily over the medium to long term. Between 2010 and 2035, the total global population will grow by 15%. Population growth is currently at 0.8% per annum for 2010 to 2020, faster than any decade in recent history. The population is set to reach 8.5 billion by 2030. This increase in population, in particular the number of elderly, will have a significant impact on demand for the healthcare sector henceforth rising demand for the Primary Health Care market. Most of the world’s regions are facing a formidable challenge to manage the rapidly increasing cost of health care. By 2018, the number of high income households (those earning over $25,000 a year) will rise globally by about 30 percent, to nearly 570 million, with over one-half of that growth coming from Asia. Governments in some of these markets are expanding public health care services to meet citizens’ rising expectations, while in all markets, advances in health technologies.

Track 2:  Primary Care Medicine

Primary Care Medicines are those that satisfy the primary health care needs of the population. They are selected with due regard to public health relevance, evidence on efficacy and safety, and comparative cost-effectiveness. A primary care physician is a specialist in Family Medicine, Internal Medicine or Pediatrics who provides definitive care to the undifferentiated patient at the point of first contact, and takes continuing responsibility for providing the patient's comprehensive care. Primary Care Nursing is a system of nursing care delivery which emphasizes continuity of care and responsibility acceptance by having one registered nurse (RN), often teamed with a licensed practical nurse (LPN) and/or nursing assistant (NA), who together provide complete care for a group of patients throughout their stay in a hospital unit or department. Primary Healthcare nurses adopt the definition of health in the Declaration of Alma-Ata that health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. Physical Therapy Specialists provide primary health care expertise in health promotion, prevention and screening, triaging, and treating various conditions. Primary care providers play an important role in caring for cancer and Metastasis. Capital Intensity in the Nursing Care Facilities industry is low. The industry requires relatively high amounts of labour input and only moderate levels of capital input. For every $1.00 spent on labour, only $0.06 is spent on capital equipment. This figure has remained relatively unchanged over the past five years. Total labour costs represent about 41.9% of industry revenue. Significant levels of personal and nursing care are provided to patients.

Primary care clinicians has to increase their capacity, capability and responsibility for clinical quality improvement. Primary care practices with a vigorous QI orientation continually seek to ameliorate their own performance and the outcomes of their patients. Primary care is the cornerstone of health care that is efficacious and efficient and meets the desiderata of patients, families, and communities.

Track 6Primary Care Paediatrics

Before birth, the term foetus is used. Breastfeeding is the recommended method of feeding by all major infant health organizations. Neonatology is a subspecialty of paediatrics that consists of the medical care of new-born infants, especially the ill or premature newborn infant. Pregnant women are advised to pay attention to the foods they eat during pregnancy, such as soft cheese and certain fish, in order to reduce the risk of exposure to substances or bacteria that may be harmful to the Child health

Major causes of childhood mortality have occurred in many low middle income class (LMICs), including 106 countries with accelerated declines in childhood mortality from 1990 to 2011; 80% of this decline was due to reductions in death from infectious causes. A large, and growing, proportion of global childhood mortality is therefore due to non-communicable disease. Indeed, 6.0% and 18.6% of deaths among children ages 5 to 14 years in lower- and upper-middle-income countries (MICs), respectively, are due to cancer.

Track 7: Dental Primary Care

Dental care is the Oral hygiene, the practice of keeping the mouth and teeth clean in order to dental disorders. Family physicians commonly encounter patients with dental infections, such as dental caries and periodontal disease. Dental caries is caused by bacteria that destroy the enamel and dentin; it can be detected by an oral examination that shows stained pits or fissures on the tooth surface. Use of fluoride is the most effective prevention measure for dental plaque. Untreated caries may progress to pulpitis and, eventually, to necrosis of the pulp. In irreversible pulpitis, the tooth dies and the patient may have a localized abscess that can spread to surrounding tissue. Family physicians are in a good position to address this morbidity. They can recognize common dental infections and, in some circumstances, may initiate treatment of serious infections before referral. Family physicians can also advise patients on how to prevent dental infections and provide proper dental medicine.

Track 9: Global Primary Care

Global health is the health of populations in a world-wide big picture; it has been defined as the area of study, practice and research that places a priority on improving health and accomplishing equity in health for all people worldwide. Community Primary Care is the centralizing study of public health which concerned with the study and progress of the health features of communities. Community health, a field of public health, is a discipline which concerns itself with the study and improvement of the health characteristics of biological communities. While the term community can be widely defined, community health which tends to focus on geographical areas rather than people with shared characteristics. 

Family Primary Care is a full system primary care medical practice. It allows the relatives of patients to sew medical decisions for their family members in the absence of a living will. Role of community health service is to act as a witness patient from the one end during chronic condition, to give mental support to patient. A public health practitioner focuses on improving health among individuals, families and communities through the prevention and treatment of diseases and injuries, surveillance of cases, and promotion of healthy behaviours. Family medicine (FM), is a medical specialty devoted to comprehensive health care for people of all ages, i.e. family health, the specialist is named a family physician, family doctor, or formerly family practitioner.

Physical activity is an extremely important part of living a healthy lifestyle.
